Board Members Present: Kristin Mudgett, Erin Cecil, Michael Remmert, Jake Nechrebecki, and Bridget Peoples

Kristin Mudgett called to order the meeting

All present introduced themselves along with the board members.

Bridget Peoples read minutes from previous annual meeting on January 17th, 2025. Minutes read, motion to accept, Dean Davidson 1st, Rusty Mudgett 2nd, all approved.

Kristin Mudgett, president, lead with an opening and briefly discussed cost of detention basin being a large project. Discussed 2025 costs and that we ran under budget and had to pull to savings the continue to run expenses of 2025. Explained that detention basin costs will be high and actual is unknown. Further will be discussed by Michael Remmert later. Eventually goal will be to replenish savings for pool and landscape updates that will need to happen. Again explained that CPU index added to utility costs for 2026. Lot on 49th Terrace still hasn't built or started survey. Enclave lot might be on the market for sale an may be a new build. Postcards will be sent out for nuanced violations.

TREASURY REPORT & BUDGETS: Jake Nechrebecki, treasurer, reviewed treasury report. Reviewed with members that largest cost, almost 50%, is utilities like electric, water, and trash. Landscaping and pool then follow as majority of expense. Jake went through all subcategories of spending and reviewed with the members. Currently happy with bank that we are using and interest rate. Jake separated out insurance as a line item to show how it increasing. It was recently listed under miscellaneous. Treasury report approved, Terry Weihe-1st, Mark Russel 2nd, all approved.

ARCHITECTURE- Erin Cecil, architecture chairperson, discussed her small budget items. Electrical panel replaced at the Enclave entrance. Tuckpointing estimates will be collected on all monuments this year and then the decision will be made which ones to move forward with. She reiterated the importance of reaching out to her via the website if improvements are wanting to be made. Approval must be received by the homeowner prior to work being started and changes made. Please be detailed with paint colors, type of shingles, garage doors, or removal of trees from the property. Responses are usually turned around quickly. If there is something in question, reach out first! The board is always happy to answer your questions regarding bylaws. Bylaws are located on the HOA website and are available for reference at www.oursaddlebrooke.com. Homeowners were reminded that we will be moving away from paper communications to save costs. LANDSCAPING- Michael Remmert, landscaping chair, discussed that majority of mowing, weeding, and seeding will remaining the same. We will see a 2% increase from our mowing vendor this year. Michael described 2024 detention basin work that was done. We are currently mowing every two weeks to prevent cat tails from growing in the detention basin. Cat tails are an invasive plant that would prevent water flow through the detention basin. There is corrugated steel pipe culvert that may need a pipe liner to maintain its integrity. This pipe will be scoped to determine its integrity. If it is broken down, it would need a new pipe if there is structural damage. Holiday lights were discussed, cost could keep us from lighting large trees at the entrance in the future.
HO: Where is the detention basin?
Michael: Showed a printed map of detention basin along with existing culvert, and drain that the city of Shawnee replaced. Explained a detention basin is a very common thing in Shawnee neighborhoods. We are trying to maintain to basin to minimum standards. These repairs are the very minimum required by the city.
HO: Why are we responsible for this?
Kristin: The owner of the property is responsible. This was negotiated and agreed to by the developer when this neighborhood was built years ago.

POOL- Bridget Peoples, pool chairperson, reminded members to discuss pool rules with members of household. At the beginning of the pool season, there are usually issues that could be prevented. Reminder that the pool closes at 10pm sharp. No glass can be within the pool gate area. If glass breaks in the pool area, the pool will have to close, be drained and refilled, costing the HOA several thousands of dollars. Camera monitoring of the pool area will continue to deter unapproved entry and vandalism. We will continue with our current pool vendor for 2026. More money was spent on the pool than was budgeted for 2025, due to old original valves on pool pumps. A reminder was given that the pumps are original to the pool built in the 1990's, and improvements will need to continue and will need to be addressed as needed. If your pool fob is not working or missing, a new one can be ordered from the pool chairperson. A $25 fee for a new fob, make check payable to the Saddlebrooke HOA.

NEW BUSINESS- Three positions will be available for re-election in January of 2027. If anyone is wanting to get involved on the board, reach out to the board via the website.
